The Investment Authority at the Ministry of Economy and Industry has published four assistance tracks to encourage business activity, employment, and investments in the northern region.

The programs are intended for businesses, manufacturing plants, high-tech companies, and advanced industries, as well as for employers seeking to hire new or returning employees with high salaries in the northern region.

Main routes:

Route 1 – Encouraging Manufacturing Plants in the North

The program is designed to encourage the establishment, expansion, or relocation of industrial plants to the northern region, with an emphasis on integrating innovation and increasing productivity. Under this program, a grant of approximately 30% of the eligible investment amount—including equipment, machinery, and in some cases investments in buildings—is available, up to a maximum of approximately 4.5 million NIS. The program is intended for plants that do not meet the conditions of the Capital Investment Encouragement Law. Application deadline: July 7, 2026, at 1:00 p.m.

Track 2 – Business Preservation and Rehabilitation in the North

This program is designed to help businesses in the northern region maintain their operations and repair damage caused by the war, with the goal of restoring operations to their pre-war level. The program is suitable for businesses that were operating in the northern region as of October 6, 2023. Under this program, businesses can receive a grant of up to 50% of eligible investments, up to a maximum of 1.5 million NIS, for investments in buildings and site development, equipment and machinery, consulting services for submitting the application and preparing the business plan, relocation expenses for temporary operations at another site, and more. The application period will open on June 14, 2026, at 11:00 a.m. and close on July 5, 2026, at 1:00 p.m.

Route 3 – Integrating Interns into First Jobs

The program is designed to encourage the hiring of graduates with technical and engineering degrees for their first jobs in the high-tech and advanced manufacturing sectors, at corporations and businesses in these fields located in communities adjacent to the border. Under this program, participants are eligible for a subsidy of approximately 30% of the salary for a period of up to 18 months, as well as a grant of up to 10,000 NIS for hiring five or more interns. Application deadline: July 7, 2026.

Track 4 – Hiring High-Salaried Employees


The program is designed to incentivize employers in northern communities to hire new or returning employees at higher wages. Under this program, employers can receive a subsidy of approximately 30% of the average salary per employee, up to a maximum of 30,000 NIS per position and for up to 100 positions. Application deadline: July 8, 2026.

Businesses operating in the North region, or considering expanding, relocating, or rehabilitating operations in the region, are advised to examine the eligibility criteria, required investment scope, timelines, and necessary documents for submitting an application as soon as possible.
